Why the Establishment Survey (Payroll Employment Survey) Report excludes farm workers?

The United States Bureau of Labor Statistics (BLS) publishes every month the Unemployment Rate and Payroll Employment, among other numbers, based on wide country survey. BLS doesn%26#039;t include farm workers in the survey.

Farm employment is, by nature, cyclical and seasonal, and also not consistent across regions.

It%26#039;s therefore unfair to say that the Springfield-Decatur MSA (in Illinois) is doing better than Los Angeles County MSA (in California) because there are a number of summer farm workers that wouldn%26#039;t be included in LA County.

The idea is to get as close to an apples-to-apples comparison as you can.
